Qatar's new Moawen platform puts domestic recruitment on the record

Qatar's Ministry of Labour has opened the first phase of Moawen, a platform built with Google that handles domestic worker recruitment end to end. An employer first secures Ministry of Interior approval through Metrash, then uses Moawen either to hire a worker they already know, invite selected agencies to bid, or browse the offers of every approved agency in one place.

The detail that matters most is the rating system. Employers score agencies after the placement, so performance becomes visible to the next family or company choosing between them. The ministry, in turn, gets live compliance data on how agencies behave rather than relying on complaints after the fact.

Fees, contract signing and QID issuance are handled digitally through the link with Metrash. Officials have positioned the platform within Qatar National Vision 2030 and the country's third national development strategy, which frames it as a permanent change in how this part of the labour market is run rather than a pilot.

For employers moving staff into Doha, the practical effect is that an informal, word-of-mouth process now leaves a record, and that record is visible to the regulator.
