Employers who house workers in the UAE carry obligations that go well beyond providing a bed. The framework covers occupancy limits per room, sanitation and kitchen provision, cooling, fire safety equipment and escape routes, pest control and a maintenance regime — and inspection practice has moved toward asking for the evidence file rather than accepting a walkthrough.
The gap we see most often is not the building; it is the paperwork. Cooling maintenance contracts lapse, fire extinguisher servicing runs past date, and occupancy creeps above the permitted number when a project ramps up. Each of those is a finding, and findings at accommodation level can affect the establishment's standing when work permits are next filed.
Where accommodation is outsourced to a camp operator, the obligation still follows the employer. The contract should name the standards, give the employer a right of inspection, and require the operator to hand over servicing and pest-control records on a fixed cycle.
What it means for employers
- Keep a single evidence file per accommodation: occupancy list, servicing records, pest control, fire certification.
- Re-check occupancy against permitted capacity whenever a project mobilises additional workers.
- Outsourcing accommodation does not outsource liability — write inspection and record handover into the operator contract.
