Abu Dhabi's Department of Health has set 31 December 2026 as the final date for every recruitment and licensing step that counts toward a healthcare facility's Emiratisation target for the year. After that date, additions, amendments, pending applications and retrospective adjustments are not considered.

The penalty range is unusually broad: financial penalties, administrative suspension of the facility licence, suspension of new service additions, and exclusion from the Daman-Thiqa payer network. Any shortfall is carried into 2027 and assessed cumulatively, so a missed year compounds rather than resets.

For clinical HR teams the practical constraint is licensing lead time. A candidate accepted in November whose licence completes in January does not count, which pushes the real hiring deadline months earlier than the circular's date.

What it means for employers

  • Work backwards from licensing completion, not offer acceptance, when planning year-end national hires.
  • Model the carry-forward: a 2026 shortfall becomes a larger 2027 obligation.
  • Raise payer-network exposure at board level; it is a revenue risk, not just a compliance one.
