How to Hire Staff in Dubai: A Step-by-Step Employer Guide

Everything a UAE employer needs to hire legally and quickly — establishment cards, quotas, work permits, employment contracts, medicals, Emirates ID and onboarding.

How to hire staff in Dubai: the short version

Hiring in Dubai involves three moving parts: finding the right person, issuing a compliant offer and employment contract, and completing visa, medical and Emirates ID formalities before the employee can legally start. Employers who plan all three together hire far faster than those who treat visas as an afterthought.

Step 1 — Define the role and the package properly

  • Write a job description with real deliverables, not a generic template.
  • Benchmark the salary as a total package: basic, housing, transport, allowances.
  • Decide up front on visa sponsorship, accommodation and annual flight entitlement.
  • Confirm whether the role sits in mainland, a free zone or an offshore entity.

Step 2 — Choose the right hiring route

  • Direct advertising — high volume of applications, heavy screening load.
  • Executive search — best for leadership and scarce specialist roles.
  • Overseas manpower supply — for trades and volume workforce hiring.
  • Interim or contract staffing — for project peaks and cover.

Step 3 — Screen for the UAE, not just the CV

Verify education and experience documents, check that certificates can be attested where required, and confirm trade skills with a practical test for technical roles. Reference checks with a previous line manager remain the single strongest predictor of performance.

Step 4 — Offer, contract and onboarding

  • Issue a written offer, then a labour contract consistent with it.
  • Apply for the work permit and entry permit for candidates outside the UAE.
  • Complete medical testing, Emirates ID and visa stamping on arrival.
  • Arrange mandatory medical insurance before the start date.

Typical timelines: two to six weeks for a professional hire already in the UAE, and six to ten weeks where overseas mobilisation is involved.
