Saudi Arabia fines ten firms for unlicensed recruitment services

Saudi Arabia's Ministry of Human Resources and Social Development has penalised ten establishments for providing recruitment or labour services without a licence, following inspection campaigns aimed at unauthorised operators. The businesses included sole proprietorships, general service offices and operators working through websites and mobile applications.
The published penalty ladder is steep: SR200,000 for a first offence, SR220,000 for a second and SR250,000 for a third. Monitoring is not limited to site visits — the ministry also reviews advertisements and services offered through digital platforms and social media, and investigates reports it receives.
For employers hiring into the Kingdom, the lesson is a procurement one. Verifying that a supplier holds a current licence, in the jurisdiction where the work is being performed, is the cheapest control available and the first thing an inspector will ask about.
