Gulf labour rules are converging: ministers meet, UAE and Qatar sign
A GCC labour ministers' meeting in Kuwait and a bilateral UAE-Qatar memorandum point the same way: slow harmonisation of recruitment rules, worker protections and mobility across the Gulf.

UAE officials joined the eleventh GCC labour ministers' meeting in Kuwait, the council's standing forum for coordinating cross-border labour policy, worker mobility and the alignment of regulatory standards between the six member states.
In the same period the UAE and Qatar signed a memorandum of understanding on labour cooperation, covering knowledge exchange, joint workforce initiatives and coordination between the two labour ministries.
Neither event changes a rule an employer must follow this month. Together they describe a direction: recruitment regulation, worker protection standards and, eventually, recognition of qualifications and permits moving closer together across the Gulf.
Companies operating in more than one GCC state should read ministerial communiqués as early warning. Harmonisation reduces country-by-country difference over years, not weeks, and the first sign is usually a bilateral pact like this one.
